TPFL RULES
General Rules
Each owner must own Front Page Sports Football '98
patched to version 1.08
Each owner must have a valid email address
Only one team is allowed per email address
We will not use the NFL98 rosters
All games are played on the WON Network
Each team is required to have at least 2 stock plays on both
Offense and Defense..
All owners must realize that this is a league where the main objective
is to provide a
competetive football simulation and have fun in doing so.
League Participation
Each
owner must remain dedicated and active in the league.
Each owner is REQUIRED to write a minimum of three
(3) articles for the
TPFL Times Newspaper over the course
of the entire year
This includes pre-season, regular season, or post-season.
Any owner failing to write the three (3) articles required by the
end of the season
will be removed.
Again, this season, each owner MUST write three articles,
but they can use their
own personal webspace.
The latter is preferred, but if you do not have a webpage, send the
articles to Rob Carter (DTE) and he will post them in the
newspaper.
The articles may be written anytime from now until the Super Bowl.
They do not have to be long or elaborate, just do something creative.
They do not have to be about your team only.
You can do a draft review, game picks, anything.
When you do an article, please notify the commissioner so that he can
mark one off for you.
Trading/Free Agency Rules:
Trades:
The
league "Trading deadline" will be week 10.
That means no trades may be made after Week 10's games are played.
Trades
can involve any number of players or draft picks up to 5 years in
advance
Example:
(eg. in 98 you can trade for 99,00,01,02 & 03 picks).
Trades
must be confirmed before they go through.
Both "Owners" must e-mail their Confer.Commish
with the specifics of the
trade.
Any suspicious trades will be denied by the commish and asst. commishes
(eg. Barry Sanders for Billy Joe Nobody).
Restricted Free Agents (RFA):
All
Rookies will be Restricted Free Agents after
3 seasons.
RFAs
can accept offers from other teams, but the owning team can match.
If the
owning team offers a lower salary, and the player leaves, the team may
be eligible
for
compensatory picks, depending on the offer.
Unrestricted Free Agents (UFA):
All
players will be Unrestricted Free Agents after 4 years.
UFAs
can do as they please.
If they
are not signed by a new team during the Free Agency Period (whatever
that is
determine
to be), he reverts to the old team for whatever they want or he sits out.
If the
player refuses, he is a hold out.
Restructuring Contracts
The
TPFL allows restructuring of contracts. ( specific rules
)
Terms under which a team can "Restructing"
Each team may choose one player who is in the final
year of his contract.
They may renegoiate a longer deal with that player if they wish.
However, they cannot sign him to a one year deal
since that would be
pointless.
Only 1 player per team/year can have this contract
extension and only
once per player.
Example:
So if I have Player XX and this season will be his last year
under
contract, but I don't want to lose him, I can try to restructure his
contract for 2-4 years.
This will help teams keep their stars around for a few years, but still
keep
the free agency market flowing.
Roster Sizes
Each team must carry a minimum of 46 players at all times.
Salary Cap Rules
Franchise and Transition Player Designation
Each team may designate the following:
1 Franchise Player
2 Transitional Players
The Franchise Player
A "Franchise Player" must be an average of the the top 5
players at that
position or 120% of last year's salary, whichever is greater.
The Transitional Player
A "Transitional Player" must be an average of the the top 10
players at that
position or 120% of last year's salary, whichever is greater.
Placing the "Tag" on a player
In order to select a "Franchise or Transitional"
player, you must first submit
a CON file with only a "Tag" no salary, bonus, or years set.
Then once the "Commissioner" has adjusted the players' salary
as shown
above, a "Deal" may be proposed.
If the "player" refuses the deal, it is a 1 year deal,
and the tag may
or may not be lifted at a later date.
Franchise and Transition Player Compensation:
Contract Offers
If another team offers a contract to a Franchise or Transition
player, the
current team can match the offer.
If the offer is not matched, the current team will receive:
2 - 1st round picks for a Franchise
player
1st and 3rd round pick for a Transition
player.
Salary Cap:
This year's salary cap will be 47 million and the bonus money will
be 20 million.
This amount will increase by a small percentage (6-12%) from year
to year (in an
attempt to stay "realistic").
All current salaries will be determined by a formula that factors in stats
and ratings.
Salaries: A bonus amount is deducted from the 20 million, but it
is prorated over the
length of the contract.
If a player is cut, released, or retires, the player's prorated bonus stays
with the
club.
The percentage of yearly base salary in terms of contract length and the
total
amount of contract tendered are listed below
Maximum Contract Length is 4 years:
4 year deals - 10%, 20%,30%, 40%
3 year deals - 20%, 30%, 50%
2 year deals - 35%, 65%
For Example:
Two year deal worth 2 million in base salary and a 1 million
dollar signing bonus.
The Signing Bonus
It will be paid out of the from the 20 million allotted this
year's budget, but count as 500k against this year's and next
year's salary cap.
The Base Salary
The 2 million dollars in base salary will count as 700k
against this year's cap and 1.30 mill against next year's cap.
The Overall Cap Hit
Overall, the player will count as 1.2 mill against this year's
cap and 1.8 mill for next year's cap, totaling 3 million
dollars over the course of the 2 year contract.
1999 Salary/Bonus caps:
For the 1999 season, the salary cap will be 52,000,000 a
ten percent increase from 98.
The bonus cap, however, will be reduced to 12,000,000.
Each team will start the season with $0 as their bonus alloted.
Each season, your bonus money starts over, but your salary does not.
If a team is over the salary cap before a the 1st game, I will cut
the highest paid
players until that team gets below the cap. DO NOT BE OVER THE
CAP
DURING THE SEASON
College Draftees
Due to the extreme time constraints and difficulty of finding future
college players, the TPFL
will no longer be using real college players in it's drafts. Instead,
a separate league called the TPCL will be set up and run by commissioner
- Robert Carter. The league will have no owners and will have 30
teams with made up players and real college team names. The players will
have ages from R-3 and when they finish their 4th season, they will be
put into the rookie draft pool for the TPFL college draft. This
way, you will be able to track the progress of the college players over
the years and see how they perform before drafting them.
Other
Any disputes will be resolved with a vote from the Commissioner
and his Assistant
Commissioners.
Should that group be unable to come up with a ruling for some reason, the
Entire League will
then be called upon to vote.
The League Rules are subject to change upon vote and all
owners will be notified of league
rule changes.
